SPI Launches New Study: A Strategic Analysis of Poland’s Audiovisual Incentive
Olsberg•SPI (SPI) has published A Strategic Analysis of Poland’s Audiovisual Incentive, a major new report assessing the current Polish incentive system and providing recommendations for future growth, with comprehensive economic impact forecasts. The report was commissioned by the Producers Guild of Poland (PGP), with the support of the Polish Filmmakers Association (SFP) and in cooperation with the National Chamber of Audiovisual Producers (KIPA), Netflix, and TVN Warner Bros. Discovery. The research was co-financed by the Polish Film Institute.
The report finds that between 2021 and 2025, Poland’s production incentive generated PLN 1.83 billion in gross value added (GVA) for the Polish economy and supported, on average, 1,480 full-time equivalent (FTE) jobs annually. It also provides a set of policy recommendations for future growth, including removing or substantially increasing the annual cap, introducing a 40% incentive rate for lower-budget Polish productions, and harmonising the minimum expenditure thresholds for local and service productions.
SPI forecasts a five-year scenario from the introduction of the proposed changes. In the forecast period, we estimate that the expanded incentive would generate PLN 4.74 billion in GVA and supporting an average of 3,880 FTE jobs per year. The study finds that the proposed incentive would also have a positive return on investment: every złoty invested by the state would return an estimated PLN 3.49 to the Polish economy.
In addition to the economic impact forecasting and recommendations, this report includes an assessment of options for incentive models, and comparative analysis of incentive systems in six European markets: the Czech Republic, Hungary, Lithuania, Slovakia, Spain and the United Kingdom.
