Joe joined SPI in 2018, and works across SPI’s consultancy assignments and data products, providing project management expertise and strategic analysis.

Joe leads SPI’s Global Incentives Index, our authoritative guide to more than 100 production incentive systems worldwide. The index is used by producers and government officials globally to understand the current production incentives landscape. 

Joe also has 5+ years in strategy and planning studies related to incentives, and has project-managed studies ranging from design specifications to economic impact evaluations. Recent clients for studies in this area have included the Illinois Production Alliance, Film Fiji, and the Center for Cultural Power (Oakland, CA).

In addition to incentives, Joe specialises in SPI’s studio feasibility assignments. Having created SPI's financial projection model for studio feasibility in 2019, Joe has project-managed studies in this area for clients in Australia, Croatia, Ireland, New Zealand, and several studies across the UK.

Joe has a History degree from SOAS, University of London.
