Economic Impact Assessment of the Texas Moving Image Industry Incentive Program

Olsberg·SPI (SPI) is currently undertaking an economic impact assessment of the Texas Moving Image Industry Incentive Program (TMIIIP), commissioned by the Texas Film Commission and the Texas Economic Development Corporation.

The study is providing a holistic assessment of the incentive programme's impact, including macroeconomic effects such as GVA and employment, as well as broader evidence and analysis of screen production’s strategic value to the State of Texas. 

In addition to the macro-economic impact analysis, SPI is also undertaking:

  • A ripple analysis examining how incentivised production spend is flowing into economic sectors outside of the screen production sector

  • Heatmapping analysis to show the geographical impacts of incentivised production spend

  • Comparison of how and where the Texas screen production sector and incentive offer are positioned compared to other select US states and international territories.                                                                                                                 

Alongside the analysis, the study is providing a series of recommendations for the development of the screen production sector in the state.
