SPI Hires New Head of Economics

Olsberg•SPI (SPI) hires Jack Philips as Head of Economics to lead Economic Impact Services

Effective 1st October 2026, Jack Philips joins SPI as the Head of Economics. In this role, he will be responsible for the firm’s economic impact assessments and data-driven studies.

Jack previously served as Associate Director for Economic Evaluation at Ipsos, where he led and delivered economic impact assessments as part of major evaluations for clients including the Department for Culture, Media and Sport (DCMS), the British Film Institute (BFI) and HM Revenue & Customs (HMRC).

Between 2016 and 2023, Jack worked in the Government Economic Service across several departments. At DCMS, he led the Culture and Heritage Capital Programme, establishing a standardised approach for valuing cultural assets. He also worked at the Office for National Statistics (ONS), where he used economic data and analysis to support improvements to the UK's National Statistics.
