Jack Philips

Head of Economics

 

Jack joined SPI in 2026. He is an experienced economist who specialises in measuring the economic, social and cultural impacts of policies, incentives and investments, with particular expertise in the Cultural and Creative Industries.

Before joining SPI, he served as Associate Director for Economic Evaluation at Ipsos, where he led and delivered economic impact assessments as part of major evaluations for clients including the Department for Culture, Media and Sport (DCMS), the British Film Institute (BFI), and HM Revenue & Customs (HMRC).

Between 2016 and 2023, Jack worked in the Government Economic Service across several departments. At DCMS, he led the Culture and Heritage Capital Programme, establishing a standardised approach for valuing cultural assets. He also worked at the Office for National Statistics (ONS), where he used economic data and analysis to support improvements to the UK's National Statistics.

Jack holds a BSc in Mathematics and Economics from Newcastle University and an MSc in Economics from Queen Mary University of London.
