SPI Publishes Landmark Roadmap for the Future of the Film Industry in the Philippines
Olsberg•SPI (SPI) is pleased to announce the publication of The Big Picture: Roadmap for the Future of the Film Industry of the Philippines, a landmark strategic study commissioned by, and undertaken in partnership with, the Film Development Council of the Philippines (FDCP) - the national agency responsible for promoting and developing the country’s film industry.
Designed as a practical tool to drive measurable outcomes in an increasingly globalised film market, the Roadmap sets out a bold yet grounded vision for a thriving and internationally recognised Philippine film industry. Central to this vision is a long-term strategy, which outlines a series of strategic actions designed to support development – over two, five, and ten-year horizons - built around robust data, sustainable growth, talent development, and innovation.
The Roadmap’s findings and recommendations are framed around six Pillars of Sector Development Best Practice, informed by SPI’s 2024 study, Best Practice in Screen Sector Development. These cover:
Film Friendliness
Infrastructure
Workforce Capacity
Incentives and Public Funding
Audience and Exhibition
The FDCP.
Together, these pillars provide a clear and coherent framework for strengthening the foundations of the sector while enabling future opportunity.
The Roadmap was informed by over 35 1:1 and group consultations, visiting key production locations and facilities, and an inaugural sector-wide survey.
The Roadmap has been endorsed by the President of the Philippines, Ferdinand R. Marcos Jr, as well as the Secretary of the Department of Trade and Industry, MA. Cristina A. Roque, and Jose Javier Reyes, Chairman and CEO of the FDCP - who each provided a Foreword.
The Roadmap was officially launched in Manila on 18th November 2025 by SPI Consultant, Joshua Dedman, to an audience of senior industry and government executives. Its publication arrives at a pivotal moment, following the centennial celebration of Philippine cinema, as the sector looks ahead to its next century of growth, resilience, and global visibility.
