SPI to Investigate Potential Impact of Production Incentive in Oakland, CA 

Olsberg•SPI (SPI) has been engaged by the Center for Cultural Power* to conduct a study that evaluates the potential impacts of a production incentive for the city of Oakland.  

The study will be split into the following areas:  

  • A detailed analysis of comparison markets 

  • An assessment of the rationale for an Oakland incentive 

  • An incentive design report tailored for Oakland  

  • Recommendations for ongoing data collection and monitoring.
